Which HubSpot plan do I need?

One with Content Hub, formerly CMS Hub, because that is where website pages, landing pages and blog posts live. A Marketing Hub-only account has nothing for SearchLift to write to.

What scope does the private app need?

Only content, which grants read and write on CMS pages and posts. A Super Admin creates the app and can rotate or delete its token at any time.
